This plan provides guidance for all subordinate strategic planning, and for annual planning and budgeting through the Defence Planning Directive. It sits within the wider architecture of the Defence Planning Framework (DPF), provides the measurement framework for corporate level reporting of progress against our strategic objectives, and should be read in conjunction with the annual Statement of Intent and NZDF Output Plan.

It is important to understand the contemporary policy setting and corporate background for this plan. On the one hand, the recently released Government’s Priority Theme to which the NZDF contributes is that of ‘National Identity’. The NZDF Statement of Intent and annual Output Plan articulate the policy cascade that translates this theme through outcomes, to outputs, into the substance of this plan. On the other hand, the Defence Capability and Resourcing Review (DCARR) and the subsequent Defence Sustainability Initiative (DSI) provide an exhaustive organisational analysis and corporate setting.

While this plan does overlap in some areas with detail in the Statement of Intent and the Output Plan, it is deliberately more aspirational in content, being primarily directed at our internal audience as we focus on a shared joint vision and corporate strategy. For example, for the first time our NZDF values and ethos have been articulated in a ‘whole of Defence’ setting.

Our intention is for this plan to remain a ‘living’ document. To that end, the authoritative reference will be the on-line version within the Planning Framework that will reflect current priorities and the detailed measures, targets and status of initiatives for the NZDF Balanced Scorecard. The scorecard measures will be reviewed at least quarterly – more often where the data collection cycle allows.

This Strategic Plan as a whole will be formally reviewed by HQNZDF Planning Branch every two years, with an annual refresh to the online version. The Planning Branch Point of Contact for issues arising out of this document is the Group Manager Strategic and Annual Planning, on (04) 496 0713.
