Outcomes


In order to ensure that government’s expectations for the delivery of services to veterans is met and to support the achievement of the key government themes, families – young and old, and national identity, Veterans' Affairs New Zealand has identified the following outcomes.

Outcome 1

The veterans’ perspective is considered as part of government decision-making on issues that impact on veterans’ lives. (Links to Vote Veterans’ Affairs – Defence Output Expense – Policy and Administration. This output provides the parameters for the provision of policy advice).

This outcome will be delivered by ensuring that:

  • Veterans' Affairs New Zealand has an awareness of, and an ability to respond to, the issues impacting on the Veteran community.
  • Veterans' Affairs New Zealand has in-depth information about specific issues available to support decision-making, policy development and service delivery.
  • Veterans’ Affairs New Zealand establishes effective networks with international agencies that have responsibility for the provision of services to veterans.

Intermediate Outcomes – Expected Results

  • Veterans' Affairs New Zealand will have effective working relationships with all stakeholders.
  • Veterans' Affairs New Zealand will provide quality advice.
  • Departments and agencies involved in the provision of policy and service delivery issues that impact on the veteran community will consult Veterans’ Affairs New Zealand over issues that have the potential to impact on the veteran community.
  • Veterans' Affairs New Zealand will have effective working relationships with international administrations with responsibility for the provision of services to veterans.

Outcome 2

Eligible veterans and their dependants have access to the appropriate services in recognition of the veteran’s service. (Links to Vote Veterans’ Affairs – Defence Output Expense – Services to Veterans. This output specifies the services provided to veterans by Veterans' Affairs New Zealand).

This outcome will be delivered by ensuring that:

  • The focus of service delivery is proactive and facilitative, as opposed to reactive and interventional.
  • Accurate information is provided to groups who provide assistance to veterans in the community.
  • Service delivery is based on knowledge of the processes and procedures.
  • Veterans' Affairs New Zealand has the systems in place to support effective service delivery.
  • Veterans’ Affairs New Zealand works in partnership with the service providers that provide services and support to veterans on Veterans’ Affairs New Zealand behalf.

Intermediate Outcomes – Expected Results

  • Veterans and their families will be involved in planning, monitoring and evaluating any programme put in place for them and will feel empowered and be able to take responsibility for managing the issue impacting on their quality of life.
  • Veterans’ Affairs New Zealand will have knowledge of the resources available in communities and will ensure that they are maximised for the benefit of the veteran and the veteran’s family.
  • Local communities and community agencies will be aware of the services available to veterans within their communities and how to access those services.
  • The impact of the bureaucracy surrounding the process of accessing services and supports will be minimized and veterans will have a clear understanding of the processes involved in accessing support and assistance.
  • The quality of primary level decision will be improved with clear explanations of all decisions given so that veterans understand the process and how it applies to them.
  • Veterans’ Affairs New Zealand will have systems in place to monitor the appropriateness and effectiveness of service delivery.

Outcome 3

The community will be aware of the role veterans played and continue to play in developing New Zealand as a nation. (Links to Vote Veterans’ Affairs – Defence Output Expense – Policy and Administration. This output provides the parameters for the provision of support for commemorative activity).

This outcome will be delivered by ensuring that:

  • Education material is provided to schools to promote awareness of the role played by veterans and to and promote interest in the stories of individual veterans.
  • The New Zealand Government’s participation in key commemorations is effectively coordinated.
  • Ensuring that Services Cemeteries are maintained in a way that recognises the value to New Zealand of the service of the veterans buried there.

Intermediate Outcomes – Expected Results

  • Communities acknowledge veterans’ experiences.
  • There is increased participation in commemorative activities.
  • There is greater public awareness of the role played by veterans.
  • Veterans are able to participate in commemorative activities.

All families, young and old, have the support and choices they need to be secure and be able to reach their full potential within our knowledge based economy.

Key Government Theme – National Identity
All New Zealanders to be able to take pride in who and what we are, through our arts, culture, film, sports and music, our appreciation of our natural environment, our understanding of our history and our stance on international issues.
