Which of the options in this chapter, if any, do you prefer for the transition from the current war pensions scheme to a new scheme for veterans’ entitlements?
The NZDF recognises the need to balance:
- the impetus to produce the greatest possible legislative clarity, certainty and simplicity; against
- the need to maintain the confidence of those currently receiving entitlements under the War Pensions Act 1954 who are comfortable with the entitlements they are receiving under current system and who, for a number of different reasons may not wish to see a change.
- Option 6, a completely new Act would avoid the possibility of creating a situation in which ascertaining entitlement would be, if anything, more difficult due to the threshold question of which Act actually applies. The simplified administration of Option 6 would also fit well with CDF’s duty under s 25 of the Defence Act 1990 to manage the resources of the NZDF in an effective efficient and economic manner. This option may, however, produce some resistance among those currently receiving entitlements under the current Act. There may, therefore, be some value in adopting Option 7. NZDF would want to identify and take notice of the consensus view of the Veterans’ community, before formulating policy advice to Government on this question.
