Medical Evidence and Assessment of Level of Impairment

Question 28

Do you agree that an assessment of whole person impairment is a more fair and satisfactory means of assessing compensation entitlements than the current system?

Yes

Question 29

Which of the whole person assessment systems outlined above do you prefer, and why?

A system of assessment in line with that used by ACC will ensure consistent assessment for Service members. This will enable Service members to be assessed using existing medical standards, removing the need for any additional medical infrastructure.

Question 30

Do you think people who have already been assessed should stay with the current system of assessment of cumulative disablements, or transfer to a system of assessment of whole person impairment out of a maximum of 100 percent?

The new Act should align assessment of cumulative disablements with ACC standards, as long as those in the Veteran Community currently receiving entitlements is not disadvantaged.

Question 31

Should those who have already been assessed have the option of retaining their existing entitlements, with the benefit of the annual adjustments, or electing to be assessed under a new system?

Current claimants should have the option to retain their entitlements, though they should be encouraged to transfer to the new system without disadvantage. However, all new claims should be made through the new system.
