Defence Personnel Executive

The Assistant Chief Personnel (AC Pers) is responsible for:

• delivering personnel policy advice to CDF and the Services
• developing appropriate and coherent personnel policies
• being responsive to the personnel needs of the CDF and the Services
• communicating effectively on personnel policies at all levels of the NZDF
• ongoing monitoring and performance assessment of personnel policies, after their implementation.

Defence Personnel Executive Directorates include:

Personnel Capability Development  - accountable for developing and monitoring the overall strategic direction for personnel capability management, including facilitating and coordinating the development and implementation of HR strategy, policies, plans and programmes; conducting organisational research, identifying workforce demand and supply requirements; and providing personnel capability performance management.

Personnel Capability Service Delivery - accountable for the delivery, coordination and management of HR Service delivery at NZDF camps, bases and communities. These HR Services include HR Advisory Services, Psychology Services, Recruitment, Wellbeing Coordination, Welfare Services and Chaplaincy. Each of these HR Services has a small Centre of Expertise within the Directorate from which the services at the camps, bases and communities will be delivered.

Career and Performance Management - a transitional appointment focused on setting up a C&PM Centre of Expertise and managing a project which will facilitate the design of the future structure and location of Career and Performance Management.  Based on the results of the project, the position will be reviewed and adjusted by December 2010.

Training and Education - responsible for:

• the pan-NZDF development of T&E policy, strategy and plans
• undertaking research and development with respect to T&E systems and technology
• providing analysis, design and development of T&E solutions monitoring T&E performance and providing quality assurance

Human Resources Service Centre - provides centralised administration services.
