The NZDF is involved in policy and procurement practice with other government departments and non governmental organisations. Many of these are mentioned elsewhere on this site, but the following list brings them together, with additional comment where necessary.
Ministry of Economic Development (MED)
The MED establishes and monitors NZ Government purchasing policy.
The NZDF is active in supporting that policy and making recommendations for change. The MED monitors the policy by periodic surveys of procurement practice. See their web site at www.med.govt.nz.
With effect from 1 July 2006 the MED is also responsible for the GETS web site www.gets.govt.nz. This site contains all NZ Government tenders (including NZDF) over $100,000 in value.
Ministry of Foreign Affairs and Trade (MFAT)
MFAT is responsible for relationships between governments, and as such is involved in the development of trade agreements and treaties, and approaches to governments in respect of these matters and trade barriers.
The NZDF supports MFAT and NZ industry in providing assistance and information in support of approaches to such governments. MFAT is responsible for such matters as Closer Economic Relations with Australia, the Closer Economic Partnership with Singapore, and other free trade agreements.
MFAT administers the Export of Strategic Goods Regulations, in which role the NZDF frequently provides technical advice.
MFAT is also the department responsible for NZ High Commissions and Embassies, and as such is closely associated with the work of Defence Attaches. See their web site at www.mfat.govt.nz
New Zealand Trade and Enterprise
NZ T & E is an amalgam of industry agencies. Trade Commissioners based overseas work very closely with Defence Attaches. NZ T & E also has a role in the NZDIA, supporting its export initiatives and its annual Seminar. See their web site at www.nzte.govt.nz
Industry Capability Network (ICN)
The role of the ICN (a part of NZ T & E) is import replacement. The ICN will identify potential NZ suppliers for products or services on request, and make recommendations on companies which may be interested in partnering with NZ or overseas companies to offer a joint approach to a tender.
Other Agencies
The NZDF is also playing an active role in other government procurement initiatives such as E-Government and Govt3, the NZ Government's environmental initiatives.
NZ Defence Industry Association (NZ DIA)
The NZ DIA is an association of companies whose prime interest is in exporting NZ made defence goods and services. Inevitably this also involves supplying the NZ market. The NZDF and MoD both have liaison members on the NZ DIA. See their web site at www.defencetech.co.nz
Manawatu Defence Cluster
The Manawatu Defence Cluster was formed in Palmerston North to enable a group of local companies to share knowledge and experience, and thus be better able to support the NZDF bases in the Central North Island.
