About JLSO

Our Joint Logistics and Support Organisation (JLSO) is comprised of five Groups that provide core shared services support to the wider NZDF organisation. The five Groups are:

  1. Commercial Support: The Commercial Support Group delivers sourcing strategy, procurement, contract development and management, relationship management and codification services to NZDF for non-operational shared services.
  2. Customer Support : The Customer Support Group contributes a wide spectrum of customer based functionality to NZDF through JLSO
  3. Business Development: The aim of the Business Development Group is to ensure appropriate alignment with the strategic and operational intent of the NZDF.
  4. Business Processing: The Business Processing Group is responsible for central delivery of high volume transaction processing and support services, primarily with an accounting and finance focus.
  5. Property: The Property Group provides property and facilities management and development services to ensure that the NZDF’s estate is managed in an effective and efficient manner and maintained in a functional state in support of operations.

Commercial Support

Business units within the Commercial Support Group are:

Contracts

The Contracts Team provides tendering and contract management to NZDF for all non-operational goods and services and for Army Specialist Military Equipment. The range of contracts managed includes but is not limited to:

  • Facilities Management - Contracting out of camp maintenance and support
  • Freight - International and Domestic, Customs and Household
  • Removals
  • Travel - International and Domestic
  • Computer – Maintenance and Software
  • Base Support - Contract support to camps including laundry and dry cleaning, fresh rations, doctors, physiotherapists and security
  • Consumables, stationery
  • Fuel
  • Reprographics
  • Clothing
  • Consultancy Agreements
  • Capital Equipment - New equipment up to $7M
  • Ammunition
  • Inventory items for Army equipment including vehicle parts, special tools and test equipment.

Procurement

The Procurement Team is responsible for procurement of all non-operational goods and services including:

  • Desktop and Notebook PCs
  • Computers
  • Freight—International and Domestic
  • Consumables
  • Clothing
  • Print Services
  • Recruitment Advertising
  • Land – Earth satellite station
  • Sustainable procurement—Govt3 initiative

Property

The Property Group Provides:

  • Land and works administrative and technical infrastructure
  • Plans and assists in the delivery of proficient work services
  • Provides management advice on the maintenance of NZDF real estate
  • Manages the AECTP (Army Engineer Construction Training Programme) on behalf of CA

The Business units within the Property Group are:

  • Facilities Management Services
  • Environmental Projects
  • Business Services
  • Infrastructure projects

Business Development

The Business Development Group encompasses the following functional areas:

  • Business Improvement
  • Financial Analysis
  • Project Management
  • Business Analysis
  • Reporting and Strategy
  • Training and Development
  • Personnel Admin Development Team (PADT)

The Team could be described as an in-house consultancy providing for the other four Business Groups of the JLSO:

  • Support and advice
  • The monitoring of customer service outcomes
  • Ensuring effectiveness and efficiency of operation
  • Reporting through the active management of projects and analysis of business as usual

Business Processing

The Business Processing Group  is based in the National Service Centre at Trentham, and relies on local JLSO Service Centres to deliver face to face services, such as cashier and local payments.  Other functions supported are:

  • NZDF Credit Card Administration
  • Accounting Transactions
  • Reconciliations, including bank reconciliations
  • Tax compliance
  • Internal control reporting
  • Fixed assets
  • Payroll accounting
  • Insurance, including travel insurance
  • Accounts Payable and Payments (AP)
  • Accounts Receivable and Credit Control (AR)
  • Cash and Foreign Exchange risk management
  • Buyers and SRM
  • NZDF Payroll Operations

Customer Support

The Customer Support Group provides accessible personal service across a range of functions to NZDF customers at camps, bases, HQ NZDF and the National Service Centre. It maintains User Master Data in SAP and monitors system performances, provides specialist information on the US Department of Defence’s Foreign Military Sales programme and delivers Payroll functions to all NZDF staff.
